Maps Proposed as of Nov. 4, 2021:
The links below provide the assessment (left) and initial analysis (right) for Hays County by the law firm approved by the Hays County Commissioners Court to oversee the redistricting process: Allison, Bass & Magee. Below those documents is a link to the video of Bob Bass presenting the information to the Hays County Commissioners Court on September 21, 2021. The presentation begins at 2:15:54.
Summary: Precinct 1 is overpopulated by 364 (.016%), Precinct 2 is overpopulated by 12,787 (21.22%), Precinct 3 is underpopulated by 13,907 (23.08%) and Precinct 4 is overpopulated by 775 (1.25%). To determine whether or not the county is legally obligated to redraw boundaries, the threshold for local governmental entities should have no more than a 10% top to bottom deviation. Hays County is at 44.3% top to bottom. Therefore, the boundaries must be redrawn.
Frequently Asked Questions
Q – “I’m frustrated as I can’t make out exactly where the edges of the Precincts are in the proposed maps.”
A – These maps presently still lack detail due to each being created and presented by the Redistricting Advisory Commission in pdf form and not having gone through a mapping software program. We will work to get additional details added.
Q – “The minority representation in Precinct 1 (Precinct 2) has been manipulate; the Precinct is too packed or under-represented depending on the Proposed map being viewed.”
A – The voting age minority numbers are an important consideration for compliance with the Voting Rights Act of 1965. These numbers, along with other compliance issues, will be weighed and addressed by the county’s retained legal counsel for redistricting prior to the Commissioners Court vote.
