Precinct 1 (San Marcos area) Road Bond Projects

In November 2008, Hays County voters approved a proposition to issue $207 million in Hays County road bonds for roadway safety and mobility improvements across the county.


Two categories of projects will be funded through the bond issue:


  1. Projects eligible for Pass-Through Financing reimbursement from the State of Texas (Texas Department of Transportation), which will reimburse up to $133 million through the TxDOT Pass-Through Funding Program
  2. Other priority projects which were identified as particularly important locally through input from local entities (municipal governments, school districts) and through a public participation process conducted in July 2008


In addition to the $207 million in taxpayer-financed road bonds, the Hays County road projects approved by voters will be funded with at least $11 million from the City of Kyle, $7 million from the City of San Marcos and $3 million from federal grants. Below are the lists of Pass-Through and Priority Projects by category for Precinct 1. Although each project is assigned a number for tracking purposes, projects are listed in order of their expected/actual start dates. Precinct 1 Pass-Through Projects

Project 20 — FM 110 (San Marcos Loop), IH-35/McCarty Road to SH 123

This project is part of the first segment of the proposed San Marcos Loop east of IH-35 which will connect IH-35 at McCarty Road on the south side of San Marcos to IH-35 at Yarrington Road north of San Marcos. The first phase consists of the County constructing 1 mile of a 5-lane rural, limited-access roadway to tie into a 1-mile reconstruction (by the City of San Marcos) of existing McCarty Road where a 5-lane urban section will be built.


Project 24 — IH-35 Phase 2A – FM 150 Realignment

This project relocates the existing FM 150-IH 35 frontage road intersection and realigns portion of FM 150 east of IH 35 to merge with existing FM 150 East. When this project is complete, FM 150 will be a continuous facility east and west of IH 35. The City of Kyle is contributing $3.0 million towards the project.

  • Right-of-way acquisition complete; utility relocation activities complete

Project 26: IH 35/Yarrington Road Bridge

This project will improve the overpass bridge at Yarrington Road over IH 35 from 0.25 miles north of Yarrington Road to 0.38 miles south of Yarrington Road to address the increasing traffic volume on this segment of Yarrington Road/IH 35. Improvements include realigning and widening segments of the IH 35 frontage road, replacement of the bridge structure at Yarrington Road over IH 35 to accommodate six lanes in the future with sidewalks and construction of turnaround bridges in both directions.


  • Project Status: Environmental studies complete; Public Hearing held September 8, 2011; environmental clearance issued December 16, 2011
  • Right-of-way acquisition and utility relocation activities nearing completion
  • Design work 100% completed
  • Construction contract awarded by TxDot October 2013
  • Estimated construction completed date: Spring 2015

Precinct 1 Priority Projects

Project 11 — Old Bastrop Highway (CR 266), Centerpoint to Francis Harris. Funding for this project includes reconstruction to provide two 12-foot lanes, addition of 6- to 10-foot shoulders, and the preservation of right of way for future upgrades between Centerpoint Road and Francis Harris Road (approximately 1.9 miles). A public meeting was held February 25, 2010, to discuss the planned improvements.

Project 15 — Post Road (CR 140) at the Blanco River. Funding for this project covers conducting feasibility analyses and planning studies related to the replacement of the low-water crossing over the Blanco River and beneath the Union Pacific Railroad bridge structure. No construction funding is available at this time. Studies for this project will take place in both Precinct 1 and in Precinct 4.
